新时代高校教师参与大学治理的现实困境及应对策略

On Realistic Dilemmas and Its Countermeasures of the Teachers’Participating in University Governance in the New Era

摘要 高校教师参与大学治理是指,作为重要利益主体之一的高校教师以平等自由的身份,通过对话、辩论、协商、咨询与审议等方式参与大学决策以实现自身心理目标的过程。调研发现,高校教师参与大学治理的现实困境主要表现为五个方面:高校教师参与大学治理的动机强烈,但实际参与行为并不常见;高校教师参与大学治理的领域扩大,但有效治理边界过于模糊;高校重视教师参与治理的制度供给,但忽视对教师自身因素的激发;高校重视教师参与治理程序的呈现,但忽视教师参与治理的效能的评价;高校重视教师传统的参与治理的途径方式的运用,但忽视现代治理技术的推广。这些困境主要是由于历史传统的影响、教师参与治理的理念存在误区、教师参与治理的文化环境缺失等多方面因素导致的。要想解决高校教师参与大学治理的困境,需要营造健康的参与治理文化,优化教师参与治理的制度,健全教师参与治理的运行机制,加强教师参与治理的效能的评价,强化参与治理新技术的运用。 The university teachers’participation in university governance refers to the process in which university teachers,as one of the important interest subjects,participate in university decision-making to achieve their own psychological goals through dialogue,debate,consultation,deliberation and other ways in an equal and free capacity.The survey results show that it faces the dilemmas that attaching importance to the expansion of teachers’participation in university governance while ignoring the determination of effective governance boundary.Attaching importance to teachers’participation in the supply of university governance system and ignore the stimulation of teachers’own factors;Attaching importance to the presentation of teachers’participation in university governance procedures,but ignore the demonstration of the effectiveness of participation in governance;Attaching importance to teachers’participation in the adoption of traditional ways,ignoring the promotion of modern governance technology.This is mainly due to the influence of historical tradition;the misunderstanding of the concept of university teachers’participation in governance;the lack of cultural atmosphere of participation in governance.In order to help the teachers to participate in governance,we should foster a healthy participatory governance culture,optimize the system of teachers’participation in governance,improve the operation mechanism of teacher participation;strengthen the evaluation of the effectiveness of participation in governance strengthen the application of new technologies in university governance.
