摘要
强度分区规划是研究城市用地使用强度空间分布的规划,现有研究较多关注技术理性应用而非整体技术逻辑。以南京强度分区规划实践为基础,分析梳理隐藏于技术应用背后的技术逻辑。南京强度分区规划以“宜居高效、疏密有致”为目标,通过对现状与规划容积率的分析,总结客观规律,并从强度分区分级、基准容积率、地块修正、多维度校核验证等过程来实现开发强度在空间上的合理分布。在这个过程中,强度分区规划的技术逻辑包括3个层面:底层逻辑为价值取向和目标设定,是强度分区规划的根本;中层逻辑是对客观规律的总结归纳,是强度分区规划合理的保证;表层逻辑为实现目标与应用规律的方法手段,是底层与中层逻辑的具体化。
Density zoning is a planning to study the spatial distribution of urban land use intensity.The existing research focuses on the rational application of technology rather than the overall technical logic.Based on the practice of Nanjing density zoning,the technical logic behind the technology application is analysed and sorted out.Nanjing density zoning aims at“livable,efficient,proper density”.Through the analysis of the current situation and the planned floor area ratio,the objective laws are summarized,and the rational spatial distribution of urban land development intensity from the process of density zoning classification,benchmark floor area ratio,plot correction,multi-dimensional verification and verification are realized.In this process,the technical logic of density zoning includes three levels:the underlying logic is value orientation and goal setting,which is the basis of density zoning;the middle logic is the summary and induction of objective laws and the reasonable guarantee of density zoning;surface logic is the method to realize the goal and the application law,and it is the concretization of underlying logic and middle logic.
