摘要
中国的共同富裕应是以县域为基础的共同富裕,尤其需要改变以往只关注农村或者只关注城市的传统视角,从县域整体发展和城乡统筹的角度来探索一条具有扩散价值的县域共同富裕新路径。“嘉善模式”以其系统而成熟的实践形态为其他地区梯次推进、逐步实现共同富裕提供了很好的范例。研究表明,在新发展理念视域下,以高质量发展为核心,以脱贫攻坚与乡村振兴有效衔接为抓手,以生态振兴为基础,以增强内外联动性为手段,以相对贫困治理机制为重点是扎实推动共同富裕的关键之举。
With county common prosperity as the integral basis, common prosperity in China needs to break the traditional tendency to focus on either rural areas or cities only. Instead, a new path for county common prosperity with diffusion value should be explored from the perspective of overall county development and urban-rural coordination, The “Jiashan Model”, with its systematic and mature practice form, has become a practical model for similar regions to successively promote and gradually realize common prosperity. Results have shown that from the perspective of New Development Concept, the key to solid progress in promoting common prosperity lies in the high-quality development at the core with efficient cohesion between poverty alleviation and rural revitalization as the channel, the ecological revitalization mechanism as the foundation, the domestic and international dual circulation as the means, and relative poverty governance as the focus.
