摘要
习近平网络空间法治重要论述是习近平法治思想的重要组成部分,是新时代走中国特色治网道路的行动指南和根本遵循。习近平网络空间法治重要论述是对马克思主义法治理论创造性地运用发展,同时对中西治网实践经验进行借鉴与创新,在维护国家主权、安全、发展利益的基础上生成了逻辑完整的科学体系。其内涵丰富,明确网络空间不是“法外之地”,坚定网络法治要以人民为中心的根本宗旨,以建立网络强国为目标导向。习近平网络空间法治重要论述同时具有鲜明的实践指向,强调了网络空间法治化建设要加强网络空间的法治文化建设,强化网络法治理念;构建网络空间立法、执法、司法的一体化法治体系;建立网络多主体协同治网系统,完善多元治网格局;推动建立国际互联网治理体系,推进国际执法合作。
Xi Jinping’s important discourse on the rule of law in cyberspace is an important part of Xi Jinping’s thought on the rule of law,and is an action guide and a fundamental guideline for taking the road of network governance with Chinese characteristics in the new era.Xi Jinping’s important discourse on the rule of law in cyberspace is a creative application of Marxist theory of the rule of law,while drawing on and innovating on the practical experience of the East and West in governing the network,and generating a logical and complete scientific system based on safeguarding national sovereignty,security and development interests.It is rich in connotation,clear that cyberspace is not a place outside the law,and firmly the fundamental purpose of the people-centered network rule of law,with the establishment of a strong network country as a strategic goal-oriented.Xi Jinping’s important discussion on the rule of law in cyberspace also has a distinct practical orientation,emphasizing that the construction of the rule of law in cyberspace should strengthen the construction of the rule of law culture in cyberspace,strengthen the concept of network rule of law;build an integrated rule of law system of legislation,law enforcement and justice in cyberspace;establish a network multi-body collaborative governance system,and improve the pluralistic governance pattern;promote the establishment of an international Internet governance system and promote international law enforcement cooperation.
