摘要
以2011—2020年为研究时段,运用水足迹理论对陕西省水资源消费结构进行了计算,基于层次分析法构建了水资源可持续利用评价指标体系,采用模糊综合评价法对陕西省水资源可持续利用能力进行了综合评价。结果表明:(1)陕西省总水足迹和人均水足迹整体呈上升趋势;水足迹账户由大到小依次是农业水足迹、工业水足迹、生活水足迹、生态水足迹和贸易水足迹;陕西省现有农业生产结构不利于水资源可持续发展。(2)陕西省水资源发展水平不高,但水资源与经济社会发展协调水平在逐年提高;水资源系统超载严重,水资源安全状况不容乐观。(3)陕西省水资源综合利用水平受水资源条件影响较大,虽有所提升,但整体水平偏低。研究成果反映了陕西省水资源消费结构的真实变化情况,全面揭示了陕西省水资源与自然—经济—社会复合系统协调发展的现状,为缓解水资源短缺、促进区域经济社会更快更好发展提供了有效参考。
The period from 2011 to 2020 was selected as the research period,and the water footprint theory was used to calculate the consumption structure of water resources in Shaanxi Province.Based on the analytic hierarchy process,the evaluation index system of sustainable utilization of water resources was constructed,and the fuzzy comprehensive evaluation method was used to comprehensively evaluate the sustainable utilization ability of water resources in Shaanxi Province.The results show that:(1)The total water footprint and per capita water footprint of Shaanxi Province show an overall upward trend.Water footprint accounts from more to less are agricultural water footprint,industrial water footprint,living water footprint,ecological water footprint and trade water footprint.Current agricultural production structure in Shaanxi Province is not conducive to sustainable development of water resources.(2)The development level of water resources in Shaanxi Province is not high,but the coordination level of water resources and economic and social development is increasing year by year.The water resources system is overloaded seriously and the water resources security situation is not optimistic.(3)The comprehensive utilization level of water resources in Shaanxi Province is greatly affected by water resources conditions.Although it has been improved,the overall level is low.The research results reflect the real changes in the consumption structure of water resources in Shaanxi Province,and comprehensively reveal the coordinated development status of water resources and the natural-economic-social composite system in Shaanxi Province,which can provide effective reference for alleviating the shortage of water resources and promoting faster and better development of regional economy and society.
