摘要
生态文明共识是人民群众在生态文明建设实践基础上对生态文明的价值、目标、性质、方法和原则等基础问题持有的共同认识,具有普遍性、系统性和动态性等特点,是生态文明体制改革的精神动力,对于推动生态文明建设具有重要意义。从内容上看,生态文明共识包括价值共识、伦理共识、法治共识和行动共识。生态发展的不平衡不充分、利益与价值多元化是凝聚生态文明共识的主要困难。凝聚生态文明共识一是要踏实推进生态文明建设,回应民众的美好生态环境需要,为生态文明共识凝聚奠定物质基础;二是要构建生态文明建设工作协同和利益协调机制,为生态文明共识的凝聚搭建平台;三是要发挥社会主义协商民主优势,寻求改革的最大公约数,为凝聚生态文明共识提供政治保障;四是要以社会主义核心价值观引领社会思想发展,为凝聚生态文明共识提供思想基础。
The consensus of ecological civilization is the People’s common understanding of the value, goal, nature, method and principle of ecological civilization on the basis of ecological civilization construction. It has the characteristics of universality, systemic and dynamic, ecological civilization and is the spiritual motive force of the system reform of ecological civilization, which is of great significance to promote the construction of ecological civilization.In terms of content, the consensus on ecological civilization construction includes the consensus on values, ethics, methods and principles. The contradiction between ecological demand and ecological supply and the diversity of interests and values is the main difficulties in building consensus on ecological civilization.First, we need to advance ecological progress in a down-to-earth manner, respond to the needs of the people for a better ecological environment, and lay a material foundation for ecological progress. Second, we should build the coordination mechanism of ecological civilization construction and benefit coordination, and build the platform for the consensus of ecological civilization construction.We should give full play to the advantages of socialist democracy, especially consultative democracy, and seek the greatest common denominator of reform, and provide political guarantee for building consensus on ecological civilization.We will guide the development of social thought with socialist core values and provide an ideological foundation for building consensus on ecological progress.
