摘要
协商政治是理解中国政治过程的内生概念。中国的协商政治根植于特定的公共价值预设。在特定公共价值的统领下,中国政治形成了落实公共价值的政治主体和政治制度,协商成为政治过程中联结政治价值、政治制度和政治主体的基本机制。由于公共价值根基的差异,中国的协商政治分为传统与现代两种形态。中国传统协商政治的公共价值基础是民本思想,士大夫是落实民本思想的政治主体;中国现代协商政治的公共价值基础是马克思主义的人民性,中国共产党是践行人民性的政治主体。中国现代协商政治在赓续传统协商政治的基础上实现了超越,它将在中国共产党坚守人民立场、推进中国特色社会主义事业的历史进程中继续发展。
Consultative politics is an endogenous concept to understanding Chinese political process.Chinese consultative politics is rooted in specific public value presupposition.Under the overarching guidance of specific public values,Chinese politics has formed the political subject and political system to implement public values,and consultation has become the basic mechanism linking political value,political system and political subject in the political process.Owing to the difference in the foundation of public value,consultative politics in China can be divided into traditional and modern forms.The public value foundation of Chinese traditional consultative politics was people-oriented thought with scholar-officials as the political subjects to implement it.The public value foundation of Chinese modern consultative politics is people-centered nature of Marxism with the Communist Party of China as the political subject to practice people-centered nature.Chinese modern consultative politics surpasses the traditional consultative politics on the basis of carrying on the latter.It will continue to develop in the historical process of adhereing to the people’s position and promoting the cause of socialism with Chinese characteristics on the part of the Communist Party of China.
