摘要
为强化河湖长制,推进河湖问题整改,借鉴审计、生态环保等领域经验,围绕河湖问题整改落实情况、河湖问题整改完成情况和河湖问题整改时效情况三个方面,构建了河湖问题整改评价指标体系和评价模型,并将其应用到B省2020年河湖问题整改成效评价中。结果显示,该省河长办应进一步规范河湖问题申请延期整改流程,提高河湖问题整改时效。研究结果可为河湖管理和河湖长制绩效考核评价提供参考。
To strengthen the river-lake chief system and advance the rectification of river and lake problems,we constructed an evaluation index system and model for the rectification of river and lake problems based on the experiences of fields such as audit and ecological environmental protection. The system focuses on three aspects: implementation status, completion status, and timeliness of rectification. It was then applied to evaluate the effectiveness of the rectification of river and lake problems in B Province in 2020. The results indicate that the River Chief Office of B Province should standardize the process for applying for the extension of rectification and improve the timeliness of rectification. The research findings provide a reference for the performance evaluation of the river-lake chief system and the management of rivers and lakes.
