摘要
针对非洲纷繁复杂环境背景下特大型矿山建设在重大工程管理中面临的严峻挑战及特点,在调查总结现代化工程管理经验的基础上,指出创新特大型矿山建设工程管理模式的必要性。以刚果(金)的一座世界级特大型铜钴矿山建设为例,从人员组织新方式、双抓双稳应急统筹新措施、分模块建设新思路、系统化4Y管理新模式、设备物资与材料保障新手段、组织管理体系设计新理念等6个方面,提出了复杂环境背景下矿山企业实现高质量高效率建设的针对性解决方案和应对措施,创新优化了在非洲特定资源和环境条件下的矿山建设管理模式,使项目建设效率提升了20%,成本指标控制度达100%,顺利实现工程建成投产,为非洲等复杂环境下特大型矿山实现“一带一路”可持续性发展提供了借鉴。
In view of the severe challenges and characteristics faced by the construction of super-large mines in the management of major projects under the complex environment in Africa, on the basis of investigating and summarizing the experiences of modern projects management, the necessity of innovating the management mode of super-large mine construction projects was pointed out. Taking the construction of a world-class super-large copper-cobalt mine in the Democratic Republic of Congo as an example, targeted solutions and countermeasures for mining enterprises to achieve high-quality and efficient construction under complex environment from six aspects, including the new way of personnel organization, the new measures for emergency coordination of double grasping and double stability, the new idea of sub-module construction, the new mode of systematic 4Y management, the new means of equipment, materials and material support, as well as the new concept of organizational management system design. The management mode of mine construction under the specific resource and environmental conditions in Africa was innovated and optimized, the efficiency of project construction was improved by 20%, cost accusation was achieved 100%, and the project was successfully completed and put into operation. The study can provide a reference for the sustainable development of the “the Belt and Road” for super-large mines in complex environments such as Africa.
