摘要
利用综合治理平台提升基层治理效能是平台应用普及推广、社会治理预期关注、政务服务需求响应、基层治理多元参与、社会监督广泛互动的必然结果。基于宁夏银川“政务微博矩阵”、天津滨海新区“津治通”案例分析发现,利用综合治理平台提升基层治理效能的实践,主要以“治理平台+制度规范”的形式展现,体现了平台建构层面的“技术支撑+制度约束”、应用范围层面的“线上自动+线下人工”、实践执行层面的“网络监督+网格落实”、行政方式层面的“追求共性+体现个性”和主体结构层面的“政府主导+公众参与”的运作逻辑。利用综合治理平台提升基层治理效能尽管作用明显,但依然面临治理理念不明确、治理机制不健全等困境,急需建立智慧、透明、互动、参与的治理理念,形成数智化、民主化、多样化的治理方式,从而进一步提升治理效能。
Using a comprehensive governance platform to improve the effectiveness of grassroots governance is the inevitable result of the popularization and promotion of platform application, the expected attention to social governance, the response to demand for government services, the diversified participation in grassroots governance and the extensive interaction through social supervision.Based on the case analysis of “government affairs microblog matrix” in Yinchuan, Ningxia and“Jinzhitong ” app in Tanggu, Tianjin, it is found that the practice of using a comprehensive governance platform to improve the effectiveness of grassroots governance is mainly demonstrated in the form of“governance platform + institutional norms”. It reflects the operating logic of“technical support + institutional constraint”at the level of platform construction,“online automatic service +offline manual service”at the level of application scope,“network-based supervision + grid-based implementation”at the level of enforcement,“pursuit of commonality + embodiment of personality”at the level of administrative mode and“government-led programme + citizen-subject”at the level of main structure. Although the comprehensive governance platform plays a central role in improving the effectiveness of grassroots governance, it still faces difficulties such as uncertain governance plans and imperfect governance mechanisms. It is urgent to establish the governance concepts of wisdom,transparency,interaction and participation,and explore the governance methods of digitalization,democratization and diversification,so as to further improve the governance effectiveness.
