摘要
本研究尝试突破教育与传统人力资本理论涵盖的健康水平、认知能力、非认知能力等行为要素限制,基于这些行为背后的脑神经机制,首次将脑发育水平纳入人力资本发展评估框架中,初步建立0—3岁儿童脑发育水平评估指标体系,运用实例展示指标体系与指数的测算方法。基于评估,提出以政府、家庭、托育机构、社会以及专家学者为主体的儿童早期养育策略建议,为提升西部农村儿童早期脑发育水平及教育干预提供科学参考,为从源头上解决乡村振兴的人力资源储备提供科学证据和前瞻性决策依据。
This study attempts to break through the limitations of behavioral factors such as health level, cognitive ability, and non-cognitive ability of traditional human capital theory.Based on the brain neural mechanism behind these behaviors, the level of brain development is included in the human capital development assessment framework for the first time.The evaluation index system of the brain development level of 3-year-old children, and the calculation method of the index system and the index is shown with examples.Based on the evaluation, it puts forward suggestions on early childhood parenting strategies with the government, families, nursery institutions, society, experts and scholars as the main body, to provide scientific reference for improving the level of early brain development of children in western rural areas, solve the human resource reserve for rural revitalization from the source, and provide scientific evidence and a basis for forward-looking decisions.
