摘要
加快建设全国统一大市场是构建新发展格局的基础支撑和内在要求,是构建高水平社会主义市场经济体制的应有之义,目前仍然存在市场体系不健全、政府和市场关系不清晰等问题,阻碍了全国统一大市场建设中公平竞争市场秩序的建构。以上问题的主要症结在于部分地方政府对经济发展政策与竞争政策关系的认识不够清晰、对公平竞争审查制度内涵与实施目标的认识不够明确,从而导致在实践中仍存在政府对市场主体过度干预、在相关经济发展政策制定实施中忽视竞争政策基础地位,以及因地方政府间相互竞争产生的地方保护与市场分割等现象,这在目前地方政府消费券政策制定实施过程中表现得尤为明显。基于此,需以公平竞争审查制度落实推进为抓手,廓清经济发展政策与竞争政策之间的关系,厘清公平竞争审查制度是规范政府经济行为的制度之内涵,明晰公平竞争审查旨在实现“既使市场在资源配置方面发挥决定性作用,又更好发挥政府作用”的制度目标,优化公平竞争审查制度实施,持续推动有效市场和有为政府更好结合,从而助力全国统一大市场建设。
Speeding up the construction of the unified national market is the basic support and internal requirements for the construction of a new development pattern.It is the due meaning of the construction of high-level socialist market economic system.At present, there are still problems such as the imperfect market system and the unclear relationship between the government and the market.There are obstacles to promote and protect the fair competition market order in the construction of the unified national market.The main sticking point is that some local governments do not have a clear understanding of the relationship between economic development policies and competition policies as well as the connotation and implementation goals of the fair competition review system.As a result, there are still some phenomena in practice, such as excessive intervention of the government on market players, neglect of the basic position of competition policy in the formulation and implementation of relevant economic development policies, and local protection and market segmentation caused by inter-government competition.This is particularly obvious in the formulation and implementation of local government consumption vouchers policies.Therefore, it is necessary to take the implementation and promotion of the fair competition review system as the starting point, clarify the relationship between economic development policies and competition policies, clarify the connotation of the fair competition review system to regulate the government’s economic behavior, and clarify the system goal of the fair competition review to achieve “not only the market plays a decisive role in resource allocation, but also play the role of the better government”.Improve the implementation of the review system for fair competition, standardize and maintain sound standards, continue to better integrate effective markets with competent governments, and help speed up the development of unified national market.
