摘要
生态环境退化已经成为全球范围内制约生态系统健康和人类福祉的关键因素之一,如何缓解并解决生态环境退化问题也成为各国探索经济社会可持续发展的重要内容。欧盟较早意识到生态环境问题的严峻性,通过长期探索,形成了相对完善的环境一体化政策体系,构建了基于创新驱动的技术实践体系,相关体系对于维持欧盟可持续发展起到了重要作用。当前我国正处于生态环境保护的重要关口,充分了解欧盟生态环境保护修复的政策与技术实践体系对于推动我国生态环境保护事业具有一定的帮助。笔者在研究和分析相关文献的基础上,从欧盟关键生态环境问题出发,对其保护现状作了总结,并对相关政策体系和技术措施进行系统梳理,提出我国今后在政策领域应将生态环境保护修复纳入多个部门,探索公众参与的环境管理机制;在技术创新方面,应推动基于自然的解决方案本土化、主流化发展,构建依托企业、多方参与的技术措施创新交流平台。
Eco-environmental degradation has become one of the key factors restricting the health of ecosystems and human well-being around the world. How to mitigate and solve the problem of eco-environmental degradation has become an important content for countries to explore sustainable economic and social development. The European Union(EU) realized the seriousness of the eco-environmental problems earlier, and has formed a relatively sound policy system of environmental integration and established an innovation-driven technology practice system through long-term exploration, which has played an important role in maintaining the sustainable development of the EU. At present, China is at an important juncture of eco-environmental protection. To fully understand the policy and technical practice system of eco-environmental protection and restoration of the EU will be helpful to promote the cause of eco-environmental protection in China. On the basis of relevant literature research and analysis, this paper summarizes the status of eco-environmental protection in the EU, and systematically sorts out the relevant policy systems and technical measures. The paper also proposes that in the future, eco-environmental protection and restoration should be incorporated into multiple departments, and environmental management mechanisms with public participation should be explored in the field of policy. In terms of innovation of technical measures, it is necessary to promote the localization and mainstream development of nature-based solutions, and build a platform for innovation and exchange of technical measures based on enterprises and multi-participation.
