摘要
人类命运共同体中社会风险的确立成为一种共生现象,各国和谐共生、风雨同舟,意味着利益共享与风险共担的辩证统一是风险产生的时代背景。在全球治理体系中,各国相互依存、休戚与共,尊重命运共融的社会存在,并树立文明互鉴的社会意识是消解风险的应有态度。此外,风险治理的效度与多元主体的治理权责分配正相关,权利共有与责任共尽的辩证统一是对抗风险的欲求自觉。应对社会风险,我们应朝着和平共处、合作共赢的方向努力,因此信任共持与协同共治的辩证统一是消解风险的实践理性。
The establishment of social risk in the community of human destiny has become a symbiotic phenomenon.The harmonious symbiosis of all countries means that the dialectical unity of benefit-sharing and risk-sharing is the background of risk generation.In the global governance system,countries are interdependent,share weal and woe,respect the social existence of shared destiny,and establish a social awareness of mutual learning among civilizations.In addition,the effectiveness of risk governance is positively related to the distribution of governance rights and responsibilities of multiple subjects.The dialectical unity of shared rights and shared responsibilities meets the desire to fight against risk.In response to social risks,we should work towards peaceful coexistence and win-win cooperation.Therefore,the dialectical unity of trust and co-governance is the practical reason to eliminate risks.
