摘要
在全球数字经济迅速发展的背景下,以“数字”为特征的营商环境成为人们关注的焦点。本文结合中国特色数字营商环境内涵,从数字创新、市场发展、政务环境三个维度构建了数字营商环境评价体系,通过主成分分析法测算我国31个省份、直辖市2011—2020年数字营商环境的总体评价指数,利用测算的数字营商环境评价得分与外商直接投资的面板数据,构建固定效应模型,研究发现数字营商环境对外商直接投资流入具有正向促进作用,其中数字创新维度影响显著。
In the rapid development of the global digital economy,the business environment characterized by“digital”has become a focus of attention.In this paper,the evaluation system of a digital business environment with Chinese characteristics is built from three dimensions,digital innovation,market development,and governmental environment,and the overall evaluation index of the digital business environment of 31 provinces and municipalities directly under the central government from 2011 to 2020 is measured by principal component analysis.Using the panel data of the measured evaluation score of the digital business environment and foreign direct investment,a fixed-effects model is constructed,and the study finds that the digital business environment has a positive effect on the inflow of foreign direct investment,among which the digital innovation has a significant impact.
