Under the background of“COVID-19 outbreak”public emergency, the public opinion field faced by ordinary people and the government has undergone transmutation, mainly manifested as a huge amount of information evolves into information plague after disorderly dissemination and fermentation, and then forms derivative public opinion and causes many secondary disasters. The five-level Likert scale was designed to investigate the new changes in the field of public opinion from four aspects:the source itself, the credibility of the source, the timeliness of the source, and the engagement of the information audience, and the following conclusions were drawn. The official release is still the opinion-setter.The social circle affects the timeliness of information reception, the flattening of information interaction affects discussion participation, the information needs of user groups are differentiated, and media evaluation positively affects audience participation. On this basis,it is proposed that the government and other authoritative organizations should build a scientific communication mechanism, establish a positive public opinion cognition system for epidemic prevention, enhance credibility, reshape discourse power, effectively promote the government, media and the public to respond to public opinion in a regular manner, and enhance mutual trust and consensus.
