摘要
党的二十大把实施科教兴国战略,强化现代化建设人才支撑作为一个专章,强调教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。高等教育是国家综合实力的重要组成部分,是一国发展水平和发展潜力的重要标志。在中国特色社会主义新时代,我国高等教育迈入普及化阶段,接受更高质量高等教育已成为人民幸福生活的基本需求。高校领导干部是高校办学治校和事业改革发展的“关键少数”。一所大学能发展到什么高度,一个很重要的前提是看有什么样的领导干部,关键在于领导干部树立怎样的办学理念,亦可称之为大学理念。在治理现代化视域下推进构建高质量教育体系,要求高校领导干部必须深入学习领悟习近平新时代中国特色社会主义思想,特别是习近平总书记关于教育工作、关于高等教育工作的重要论述,牢固树立“人才培养是办学治校第一要务”等十种办学理念,以科学理念推动办学治校实现内涵发展、高质量发展,扎根中国大地办人民满意的大学,切实肩负起为党育人、为国育才的使命。
The 20th National Congress of the CPC devoted a special chapter to implementing the strategy for invigorating China through science and education and strengthening talent support for the modernization,stressing that education,science and technology,and talent are the basic and strategic supports for building China into a modern socialist country in all respects.Higher education is an important component of a country’s comprehensive strength and a significant symbol of a country’s development level and potential.In the new era of socialism with Chinese characteristics,China’s higher education has entered the stage of popularization when accepting higher education with higher quality has already become the basic demand of people’s happy life.Leading cadres in universities are the key minority in the reform and development of a school.That is to say,leading cadres will somehow determine the development of a school with the school running philosophy they set up.In order to promote a high-quality education system from the perspective of modern governance,leading cadres in university are required to study and comprehend deeply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,especially the important discourses about education and higher education of President Xi Jinping.They also have to establish ten concepts of university governance firmly,such as talent cultivation is the first task of running a school,help universities to achieve meaningful and high-quality development scientifically and build universities that take root in China and meet people’s needs so as to fulfill the mission of cultivating talents for our Party and our country earnestly.
