协同治理视角下农村环保政策执行主体的互动逻辑——基于黑龙江省秸秆禁烧的实证考察 被引量:3

The Interactive Logic of Environmental Policy Executors from the Standpoint of Collaborative Governance——A Case Study of the Ban on Straw Burning in Heilongjiang Province

摘要 在中央部署打好蓝天保卫战的背景下,秸秆禁烧成为一项基层环境治理的典型活动。基层环境治理涉及诸多利益相关主体的协同过程,其中的利益博弈往往成为政策执行的关键内容,直接影响治理效果。厘清政策执行主体的互动逻辑有助于了解协同治理过程中政策执行的内在机理。在长期跟踪调查和深度访谈的基础上,本文分析了黑龙江省秸秆禁烧政策执行中地方政府、企业和社会主体间跨界别分工、协作、制衡的逻辑和特点。研究发现,在短期内来自上级的高压下,基层政府主体主导秸秆禁烧政策实施过程,但与其他参与主体间并未形成稳固的利益联盟。在多主体参与的政策执行过程中,受不同的利益诉求和社会关系影响,政府、企业和社会共同组合形成一个基层治理中的政策执行互动逻辑。为实现政策目标及政策执行的可持续,政府需保障互动逻辑中能够产生初始治理目标之外的利益牵引。 Straw burning prohibition has become a common agricultural environmental protection activity against the backdrop of the central blue sky defense war.Grassroots environmental governance is a collaborative process involving many stakeholders,in which the interest game frequently becomes the key content of policy implementation and has a direct impact on the governance effect.Clarifying the interactive logic of policy implementation subjects is beneficial in understanding China’s internal mechanism of policy implementation in the collaborative governance process.This paper examines the logic and characteristics of cross-sectoral division of labor,cooperation,and checks and balances among local governments,enterprises,and social subjects in the implementation of a straw burning prohibition policy in Heilongjiang Province based on a long-term follow-up investigation and in-depth interviews.According to the findings,under high pressure from superiors in the short term,grass-roots government subjects strongly dominate the implementation process of the straw burning ban policy,and no stable interest alliance has been formed among the participants.It has been discovered that in the process of policy implementation with multi-agent participation,which is affected by different interest demands and social relations,the combination of government,enterprises,and society becomes a differentiated interactive logic of policy implementation in grass-roots governance.In order to realize the sustainability of policy implementation,the government must ensure that interest traction other than the original governance objectives can be realized.
