摘要
采用数据包络分析法与DEA-Malmquist指数模型测度黄河流域34城市的生态效率,显示近年来沿黄城市生态效率偏低且呈下降趋势,动态上具有“上升—波动—下降”的阶段特征,空间异质性为下游>中游>上游,存在高值区与低值区的空间趋同分布,下游城市的纯技术效率提高较快,但是规模效率持续下降。经济增长、城镇化能显著提升生态效率,城市规模、财政支出占比对生态效率产生倒“U”型影响。据此提出中、下游城市群地区应强化创新驱动与生态技术转型,发挥集中治污的规模效应;沿黄特大城市要按照“瘦身健体、减量增效”要求调整优化城市空间结构;上游生态脆弱区或资源富集区城市应减弱政府财政依赖,在招商引资中强化环境规制,加强生态保护力度等对策建议。
The paper measures the ecological efficiency of 34 cities in the Yellow River Basin by using the data envelopment analysis method and DEA-Malmquist index model.It shows that the ecological efficiency of cities along the Yellow River is low and declining in recent years,it has the dynamical stage characteristics of“rise-fluctuation-decline”,the spatial heterogeneity is downstream>midstream>upstream,and there is a spatial convergence distribution of high areas and low areas.The pure technical efficiency of downstream cities improves rapidly,but the scale efficiency decreases sustained.Economic growth and urbanization can significantly improve ecological efficiency,urban scale and fiscal expenditure have an inverted“U”-shaped impact on ecological efficiency.Therefore,it is proposed to strengthen the innovation driven and eco-friendly technology,develop the scale effect of centralized pollution control in the urban agglomeration areas of middle and lower reaches;The mega cities along the Yellow River should adjust and optimize the urban spatial structure according to“slimming body and increasing efficiency”.The cities in the upstream in ecologically fragile areas or resource rich areas should reduce dependence on government financial,enhance environmental regulation in attracting investment,and strengthen ecological protection.
