崂山区自然灾害综合风险普查中的创新性应用

摘要 为了防止自然灾害对人民群众造成伤害,国家已在全国范围内开展风险普查工作。自然灾害能直接危害房屋的安全,因此房屋承灾安全的调查是此次普查的重点内容。通过调查,可以摸清全国房屋承灾体自然灾害风险数据,查明房屋建筑的抗灾能力,更好地保障人民生命财产安全。我国在首次调查工作中为了制定有效的方案,选取了多个单位制定方案进行试验。青岛市崂山区在自然灾害能直接危害的房屋建筑调查项目开展试点工作中,采用倾斜摄影测量、实景三维关键技术形成的调查模式,技术路线合理正确,为全国房屋承灾体普查全面开展,提供了一种创新性的解决方案。 In order to prevent or avoid the harm caused by natural disasters to the country and its people, our country has conducted investigations and carried out them nationwide. The safety of houses is a great concern in people’s lives, so the investigation of housing construction disaster victims is particularly important through this investigation, it is possible to find out the risk base of natural disasters in housing disaster victims nationwide, find out the resilience of housing construction, and better protect the security of lives and property of the people. In order to formulate an effective plan in the first investigation work in China, a number of units were selected to formulate plans for experimentation. In the process of carrying out the pilot work of the housing construction survey project that can be directly harmed by natural disasters, the investigation mode formed by the key technologies of oblique photogrammetry and real scene three-dimensional is adopted, and the technical route is reasonable and correct. It provides an innovative solution for the comprehensive implementation of the national census of housing disaster-bearing bodies. This paper introduces in detail the innovative application of Laoshan District as a pilot in the technical route, information collection method, data quality inspection and other aspects of the investigation of housing building disaster victims, and verifies its feasibility, giving full play to the pilot role of the first to try first.
