摘要
区县智慧城市具有鲜明的承上启下定位与职能,契合新型城市发展的现实需求,将是未来我国智慧城市建设的主战场。相比于中心城市的智慧城市建设,区县智慧城市建设具有其鲜明的建设特征,其在咨询规划、投资建设、运营维护等阶段,面临着组织与管理、信息化基础、技术能力等方面的诸多风险与挑战。为推进区县智慧城市建设的可持续发展,有必要采取明确科学顶层规划、强化区域统筹、建立保障体系等措施,提高区县智慧城市建设的长效性、系统性与安全性。
District and county smart cities have distinct positioning and functions that link the previous and the next, meet the real needs of new urban development, and will be the main battlefield for future smart city construction in China. Compared with the smart city construction of the central city, the construction of smart cities in districts and counties has its distinctive construction characteristics. In the stages of consulting planning, investment construction, operation and maintenance, etc., it faces many risks and challenges in aspects of organization and management, informatization foundation, and technical capabilities. In order to promote the sustainable development of smart city construction in districts and counties, it is necessary to take measures such as clear and scientific top-level planning, strengthening regional planning, and establishing a security system to improve the long-term effectiveness, systematization and safety of smart city construction in districts and counties.
