摘要
为推动山东省普通国省道养护管理高质量发展,本文从机构改革、管理模式、养护资金、养护市场化、养护决策与养护技术五个方面分析了普通国省道养护管理的发展现状,发现当前面临的主要问题和困难来自于管理机制、资金供需、养护基础三个方面,从管理机制改革、资金保障、市场化改革、科学决策、技术集成与创新、智慧化六个方面提出了相应发展对策,以期为制定普通国省道养护管理发展政策提供有益参考。
To promote the high-quality development of the maintenance management of ordinary national and provincial highways in Shandong Province, this paper analyzed the development status of the maintenance management of ordinary national and provincial highways from five aspects: institutional reform, management mode,maintenance funds, maintenance marketization, maintenance decision-making and maintenance technology. And it was found that the main problems and difficulties are from three aspects: management mechanism, fund supply and demand, and conservation foundation. Therefore, corresponding development countermeasures were put forward from six aspects. They are management mechanism reform, capital guarantee, market-oriented reform, scientific decision-making, technology integration and innovation, and intelligence. So, it provides beneficial reference for the formulation of common national and provincial highways maintenance management development policies.
