摘要
建立科学精准的理想信念量化考核标准,有助于推动落实好干部标准、完善干部考核制度。本研究在对广东省5305名年轻干部的实证调查中发现,尽管“理想信念”是考核干部的必备要素,但“理想信念何以考核”这一问题仍存在不少现实困境,包括:理想信念“为何考核”“怎能考核”“考核什么”“怎么考核”以及与物质激励的平衡问题。鉴于此,本研究以年轻干部的理想信念为测评样本,从新制度理论等视角出发,采用情境化归纳法基于中国共产党政治文化情境进行原创模型的开发。在遵循考核测评基本原则的前提下,本研究希冀将理想信念分解成能够被衡量的外部客观标准,探索构建一个理想信念量化考核测评模型,包含4个一级指标、10个二级指标和29个三级指标,进一步丰富“好干部”标准的理论内核和实践内涵,更有利于党员干部更全面、更准确地理解理想信念这一重要概念,最终破解“理想信念何以考核”这一现实困境。
The establishment of scientific and accurate quantitative assessment standards for "Ideals and Beliefs"(IAB) is helpful to promote the implementation of cadre standards and the assessment system. In this study the empirical survey of 5305 young cadres to Guangdong province found that,although the IAB is a required element of the cadres assessment, but on the question of "why IAB appraisal",there are still many practical difficulties, include that: "why appraise", "how can the inspection", "assessment of what", "how evaluation" and the balance problem with material incentive. Accordingly, this study takes the IAB of young cadres as the evaluation samples, and adopts the contextualized induction method to develop the original model based on the political and cultural context of the Communist Party of China from the perspective of the New System Theory. On the basis of the principles of check system, this study hopes that the IAB can be decomposed into external objective standards, and to explore to construct a model of the IAB quantitative examination evaluation, including 4 first-level indicators, 10 second class indexes and 29 third class indexes, to enrich the theory and practical connotation of "Good Cadre" standard, to help the party member cadres more comprehensive, more accurate understanding of the IAB, and finally crack the reality of the dilemma.
