摘要
[研究目的]数字经济业已成为国民经济新的增长极,建构面向数字经济发展的政府数据开放价值创造系统,并对其运行机制进行深入分析,旨在改善政府数据开放实践,驱动数字经济发展。[研究方法]基于创新生态系统理论,从创新要素、创新主体、创新机制与创新环境等维度建构面向数字经济发展的政府数据开放价值创造系统。[研究结论]在政府数据开放的过程中,数据供给者、数据开发者、数据消费者等多元创新主体,通过创新平台与数据流动进行协同合作,实现数据要素与资金、技术、人才要素的重新组合。
[Research purpose]The digital economy has become a new growth pole of the national economy.This paper aims to release the economic value of government data and promote the development of the digital economy by constructing a value creation system of opening government data for the digital economy development and its operating mechanisms.[Research method]Based on innovation ecosystem theory,we construct the value creation system of open government data for digital economy development from four dimensions:innovation elements,innovation subjects,innovation mechanisms,and innovation environment.[Research conclusion]In the process of government data opening,multiple innovation subjects such as data suppliers,data developers,and data consumers,collaborate with each other through the innovation platform and data flow,to realize the recombination of data,capital,technology,and talent elements,thus driving the development of digital economy.
