摘要
构建新发展格局必须增强国内大循环的内生动力和可靠性,关键是要提升自主创新能力,掌握更多核心技术,占据更多产业制高点。尽管面临着全球价值链路径依赖对自主创新能力形成制约、经济下行压力对创新提出更高速度上的要求、国际循环受阻加大创新的难度等挑战,但综合我国在市场规模、研发投入、人才资源、产业基础、外部环境等方面的条件,国内大循环的内生动力和可靠性有增强的空间与基础。在路径上,应推进全国统一大市场建设,加快培育战略性新兴产业,加快发展数字经济,重视传统产业转型升级,重视畅通与提升国际循环等。在政策上,应重视供需两侧政策的高水平协同,为市场主体赋能与维护市场有效运行,以市场为导向探索建立补充激励机制等。
To build a new development pattern, we must strengthen the endogenous power and reliability of the domestic big cycle. The key is to improve the ability of independent innovation, master more key core technologies, and occupy more industrial commanding heights. Although faced with the challenges of global value chain path dependence restricting independent innovation capability, economic downward pressure requiring higher speed of innovation, and obstruction of international circulation increasing the difficulty of innovation, etc., considering China’s market size, R&D investment, talent resources, industrial base, external environment and other conditions, the endogenous power and reliability of the domestic big circulation have room and basis for improvement. In terms of the path, we should promote the construction of a unified national market, accelerate the cultivation of strategic emerging industries, increase the development of the digital economy, attach importance to the transformation and upgrading of traditional industries, and focus on the smooth and improved international circulation. In terms of policy, we should attach importance to the high-level coordination of policies on both sides of supply and demand, empower the market subjects and maintain the effective operation of the market, and explore the establishment of the market-oriented supplementary incentive mechanisms.
