摘要
首先从历史回顾和战略构想角度对于“构建以国内大循环为主体、国内国际双循环相互促进的新发展格局”进行了分析,提出中国参与国际大循环的1.0、2.0、3.0版本,从资源品输出国向全球生产制造中心转变的经济发展历程,双循环格局将推动中国未来向全球中高端生产制造中心、全球创新中心、全球市场中心与全球金融中心迈进。其次分析了在全球环境不确定性上升、逆全球化趋势与中西竞争摩擦加剧背景下,传统国际循环模式面临产业转移回流、贸易依存度降低的危机和中国在国际循环中角色与定位转型升级的新机。最后,阐释了推动构建“双循环”新格局就是统筹国内国际两个大局、统筹发展和安全两件大事的发展内涵和战略深意,应积极扩大内需,把握第四次产业革命机遇,构建内外联通走廊,使国内国际双循环相互促进、联动发展。
From the perspective of historical review and strategic conception,this article analyzes the idea of“establishing a dual circulation development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement”.This article proposes the first,second and third version of China’s participation in the international economic cycle,in which China has transformed from an exporting country into a global manufacturing center,and the dual circulation development pattern will push China to move towards the global mid-to-high-end manufacturing center,the global innovation center,the global market center and the global financial center.This article analyzes the crisis of industrial transfer backflow and reduced trade dependence faced by the traditional international economic cycle,and the opportunities faced by China in the transformation and upgrading of its role in the international economic cycle,under the background of rising global environmental uncertainty,anti-globalization trend and intensified competition friction between China and the West.Finally,this article explains the development connotation and strategic significance of the idea that promoting the establishment of a“dual cycle”development pattern is to consider both domestic and external situations in a coordinative way,and to put emphasis on both development and security.China should bring the domestic and international economic cycles to achieve mutual promotion and interactive development,by actively expanding domestic demand,seizing the opportunity of the fourth industrial revolution,and building internal and external communication channels.
