摘要
目的分析四川省卫生资源配置的变化趋势及公平性,为优化卫生资源配置提供政策依据。方法利用洛伦兹曲线和基尼系数,从人口和地理面积两个维度探讨2009—2020年四川省卫生资源配置情况。结果2020年四川省医疗卫生机构、床位、卫技人员按人口分布的基尼系数分别为0.197、0.063和0.097;按地理面积分布的基尼系数分别为0.614、0.689和0.704。2009—2020年卫生资源按人口分布的基尼系数均小于0.2,具有较高公平性;按地理面积分布的基尼系数均大于0.6,处于高度不公平状态。结论四川省卫生资源总量明显增长,但在不同地区与不同卫生资源间存在差异,卫生资源配置不平衡,建议综合考量各项因素,提高四川省卫生资源的可及性。
Objective To analyze the changing trend and fairness of the allocation of health resources in Sichuan province from 2009 to 2020,in order to provide policy suggestions for optimizing health resource allocation.Methods Lorenz curve and Gini coefficient were used to analyze the allocation of health resources in Sichuan province from two dimensions of population distribution and geographical area distribution.Results The Gini coefficients of health institutions,beds,and health technicians in Sichuan Province were 0.197,0.063,0.097 according to population distribution in 2020,respectively.The corresponding Gini coefficients based on geographical area distribution were 0.614,0.689,0.704 in 2020.From 2009 to 2020,the Gini coefficients of health resources allocation according to population distribution were less than 0.2,indicating high fairness.The Gini coefficients based on geographical distribution were all higher than 0.6,which indicated highly inequitable.Conclusions Total health resources have increased significantly in Sichuan province.But there are differences between different regions and different kinds of health resources,and the allocation of health resources is unbalanced.It is suggested to comprehensively consider various factors to improve the accessibility of health resources in Sichuan province.
