摘要
随着数字化技术的发展,城市的数字化转型也逐渐受到更多的关注。城市的数字化转型打造了数字化的信息空间,人们的社会关系逐渐转移到这个数字空间之中。研究数字空间中的城市科学化治理,将其中的城市权利进行重构对保障城市权利具有重要意义。传统意义上的城市空间具有自然属性和社会属性,其自然属性表现在为城市发展提供所需资源的保障,同时也决定了不同城市之间资源分布不均衡的特点,其社会属性表现在社会生产关系以及资源再分配制度。数字城市空间的存在能够弥补城市资源不均的差异,缩小城市间资源分布的不均衡。同时也要注意城市数字化转型存在的诸如算法黑箱、数据垄断、数据资本异化等方面的风险。为规范数字化时代城市空间的发展理路,应当坚持以下原则:以政府为主导、兼顾弱势群体、以数据开放为基础。
With the development of digital technology,people have begun to pay more and more attention to the digital transformation of cities.The urban digital transformation has created a digital information space,making people's social relations gradually shift to this digital space.It is of great significance to study the urban scientific governance in digital space and reconstruct the implementation of urban rights.In the traditional sense,urban space has natural and social attributes.Among them,the natural attribute is shown in providing the guarantee of resources needed for urban development,which determines the uneven distribution of resources among different cities,while the social attribute is shown in social production relations and resource redistribution system.The existence of digital urban space can not only make up for the uneven difference among urban resources,but also reduce the uneven distribution of resources among cities.At the same time,the risks of urban digital transformation,such as algorithm black box,data monopoly,data capital alienation,should also be paid attention to.In order to standardize the development of urban space in the digital era,we should adhere to the following principles:taking the government as the leader,giving consideration to vulnerable groups,and taking data openness as the basis.
