摘要
数据要素交易制度构建事关数字经济高质量发展。近年来,我国数据要素市场化配置改革持续推进,应用场景与服务模式不断创新。但在实践中仍面临交易合规体系缺失、平台建设处境艰难、交易监管机制匮乏等问题。因此,有必要在数据要素交易过程中,建立合规高效的数据要素交易制度,完善数据全流程合规和监管规则体系,细化数据交易合规管理体系,搭建数据要素交易技术平台,创新数据要素交易监管机制。
The construction of data factor trading system is related to the overall high-quality development of digital economy.In recent years,the market-oriented allocation reform of data elements in China has been continuously promoted,and the application scenarios and service modes have also been constantly innovated.However,in the process of practice,we still face challenges such as lack of transaction compliance system,difficult platform construction and lack of transaction supervision mechanism.Based on this,it is necessary to establish a compliance and efficient data factor trading system in the process of data factor transaction,improve the whole data process compliance and regulatory rules system,refine the data transaction compliance management system,build a technology platform of data factor trading,and innovate the regulatory mechanism of data factor transaction.
