摘要
研究目的:揭示撤县设区对城市土地利用效率的影响机理,为从严把握撤县设区背景下的政策选择提供学理支撑和路径参考。研究方法:以269个地级及以上城市在2005—2018年发生的撤县设区作为准自然实验,利用双重差分法检验政策效应,运用逐步回归法识别影响机理。研究结果:(1)撤县设区从平均意义上显著提升了所在市辖区的土地利用效率;(2)撤县设区通过要素集聚和政府扩张两种渠道推动城市土地利用效率显著提升,但空间资源约束的放松对二者的正向联系产生遮掩效应;(3)撤县设区对城市土地利用效率的影响存在基于产业发展阶段、行政等级和区域的城市间异质性。研究结论:从城市土地利用角度佐证了对撤县设区持慎重从严态度的合理性,一些已越过工业化阶段、位于西部地区和行政等级高的城市应注重现有市辖区的内涵式发展,其他因土地要素紧缺而发展受限的城市应打破市辖区及周边县域的行政壁垒,推动人才等要素在土地空间的集聚,并通过政府自身建设着力提高反映行政效能的土地利用效率。
The purpose of this paper is to reveal the influencing mechanism underlying transformation of counties into districts affecting urban land use efficiency,to provide a reference for policy choices under the background of strictly implementing the aforementioned reform.The difference-in-differences method is used to investigate the effects and the causal steps approach is used to identify the mechanism,by taking the reform that occurred in 269 prefecturelevel cities in China as a quasi-natural experiment.The results show that:1) transformation of counties into districts significantly improves land use efficiency of municipal area,which is still valid after several rounds of robustness tests;2) transformation of counties into districts significantly improves urban land use efficiency through two channels of factor agglomeration and government expansion,while the relief of resource constraints has a suppressing effect on the positive connection;3) the effect is heterogeneity among cities categorized by industrial development stage,administrative level and region.In conclusion,the rationality of taking a prudent and serious attitude towards the reform from the perspective of urban land use is justified.Certain cities passing the stage of industrialization,located in the western region and with high administrative levels should pay attention to the connotative development of existing municipal districts,while another cities that face land restriction should break the administrative barriers of municipal districts and surrounding counties,promote the agglomeration of factors such as talents in land space,and improve land use efficiency that reflects administrative efficiency through the government’s own construction.
