摘要
发展规划是推动中国发展典型的国家行动,分为国家发展规划和地方发展规划,形成双层发展格局。与国家发展规划相比,地方发展规划千姿百态,有的地区专项规划数量庞杂、交叉重叠、执行效果差,走过场、“墙上挂挂”等现象比较严重。地方发展规划运行受制于地方领导人偏好、财政自给率、地方发展框架等影响;而地方特色、自主发展和执行效果三者是密切相关的。在推进高质量发展进程中,地方发展规划需要强化规范化和制度化,彰显地方特色,推进规划的迭代升级。地方发展规划迭代升级的路径有:突出地方发展规划在规划体系中的引领作用;规范发展规划的编制流程;纳入地方重大行政决策范畴;提升地方专项规划的编制质量。
Development planning is a typical national action to promote China’s development,and is divided into national development planning and local development planning,forming a dual-tier development pattern.Compared with national development planning,local development planning comes in all shapes and sizes,and in some regions,the number of special planning is huge,overlapping and ineffective,and the phenomenon of“going through the motions and hanging on the wall”is quite serious.The operation of local development planning is influenced by the preferences of local leaders,the financial self-sufficiency rate and the local development framework;and local characteristics,autonomous development and implementation effects are closely related.In the process of promoting high-quality development,local development planning needs to be standardized and institutionalized to highlight local characteristics and to promote the iterative upgrading of planning.The iterative upgrading of local development planning can be achieved by highlighting the leading role of local development planning in the planning system,standardizing the preparation process of development planning,incorporating them into the scope of major local administrative decisions,and improving the quality of the preparation of local special planning.
