摘要
在全面实施乡村振兴战略的时代背景下,乡村生态宜居已成为广大人民群众最关切的焦点之一。乡村生态治理能力的提升不仅影响着乡村生态振兴的成效,也关乎着国家治理能力现代化的进程。理论上说,社会资本与乡村生态治理在逻辑上存在紧密的契合关系,是粘合不同治理主体、促成共治的强力胶。然而,当下乡村社会资本主要存在关系网络重构、规范约束力不足、信任流失等困境。推进乡村生态治理,应当克服社会资本的局限性,发挥政府引导、规范的作用,实现社会资本成长与国家生态治理现代化相统一,释放乡村生态治理新效能,为乡村振兴提供助力。
With the comprehensive implementation of the rural revitalization strategy, an eco-friendly environment has become one of the most concerned issues. The governance ability of rural ecological environment affects the achievements of rural ecological revitalization, and is related to the promotion of the modernization of national governance capacity. Theoretically, there is a close logical connection between social capitals and rural ecological governance, uniting the distinct governance bodies for the co-governance. However, there are many difficulties such as network reconstruction, lack of binding force and loss of trust in rural social capitals.Therefore, in order to promote rural ecological governance, it is necessary to overcome the limitations of social capitals, and give full play to the role of the government in guidance and regulation. In this way, the growth of social capitals can be integrated with the modernization of national ecological governance, which will release new efficiency in rural ecological governance, and provide impetus for rural revitalization.
