基于模糊综合评价法的高校快递BOT项目风险评价及防范研究——以H大学智能快递中心为例

摘要 高校采取BOT模式引进资源建设后勤服务保障设施,是从供给侧满足高校及师生对美好校园生活需求的一种有效模式。文中以H大学采用BOT模式引进社会企业建设智能快递中心为例,通过文献查引和问卷调查,分析了该项目存在的风险,并应用模糊综合评价法对风险因素进行定量评价,判定风险等级,提出风险防范对策。研究结果为高校选择BOT模式快递服务提供了风险防范借鉴,对提高BOT项目投资收益和降低BOT项目运行风险有积极的指导作用。 The BOT model has been adopted by universities to build their logistics facilities, which is an effective model to meet the needs of universities and their staffs and students for a better campus life from the supply side.In this paper, the project of smart delivery center built in H University is taken as an example to study the risk of the BOT model.Through literature review and questionnaire survey, the risks of the project are analyzed, the risk factors are quantitatively evaluated by the fuzzy comprehensive evaluation method whose level is determined, and the risk prevention countermeasures are proposed.This study provides the reference of risk prevention for universities to choose express delivery service in the BOT model and has a positive effect on improving the investment return of BOT projects and reducing the operation risk of BOT projects.
