摘要
金融数据具有高敏感性和高价值性,由此决定了金融数据合规要求的严格性。金融数据的隐私保护是内外部数据的融合基础,数据要素的价值释放,既应在安全底线的基础上依法依规,又要以金融数据资源为前提引入先进技术。隐私科技是数字化时代提出的系列技术解决方案,具备政策性支持。隐私科技技术优势在于以数据流动监控和隐私科技管理平台为基础,运用数据去标识化、匿名化技术而达成数据自动化发现、分级分类与标识。因此,本文提出运用隐私科技助力金融数据合规的治理路径,实现制度革新与技术标准合规双轮驱动,建立“价值赋能”的金融数据共享与认知,增强数字化时代金融数据监管科学性与适应力。
Financial data has high sensitivity and high value,which determines the strictness of financial data compliance requirements.The privacy protection of financial data is the basis for the integration of internal and external data.The value release of data elements should not only be based on the safety bottom line,but also introduce advanced technology on the premise of financial data resources.Privacy technology is a series of technical solutions proposed in the digital era,with policy support.The advantage of privacy technology lies in the use of data de-identification and anonymization technology to achieve automatic data discovery,classification and identification based on data flow monitoring and privacy technology management platform.Therefore,this paper proposes a governance path to use privacy technology to help financial data compliance.To realize the two-wheel drive of system innovation and technical standard compliance,establish the financial data sharing and cognition of“value empowerment”,and enhance the scientific and adaptability of financial data supervision in the digital era.
