循证而非设定:数字政府时代干部政治素质测评发展研究 被引量:4

Evidence-Based Rather than Presupposition: Research on the Development of Political Quality Assessment of Cadres in the Era of Digital Government

摘要 政治素质是新时期干部选用的首要条件。受锢于“评什么”的理论困境和“怎么评”的技术缺憾,“首要标准”测评形式化、空洞化的难题长期存在。数字政府建设的持续深入,为解决这些问题带来新契机。与在传统层级化组织中产生的“范畴构念→行为表现”设定式测评不同,顺应以客观事实为中心的循证管理理念,构建“数据处理-样本训练-检验测试”的循证式测评,设计基于无监督机器学习的干部政治素质测评方案,提高个体行为信息利用率,减少主观经验判断在测评结果中所占的比重,为满足公共部门人力资源管理转型的数字化时代要求和“以德为先”、“政治能力摆在首位”的组织人事工作需求提供了切实路径,也为推进数字政府建设开辟了新视角。 Political quality is the primary condition for the selection of cadres in the new era. However, confined by the theoretical dilemma of “what to evaluate” and the technical deficiency of “how to evaluate”, the problem of formalizing and hollowing out the "primary criteria" of assessment has persisted for a long time. The continuous deepening of digital government construction brings new opportunities for solving these problems. In contrast to the traditional hierarchical organization, which is based on the concept of “category concept → behavior performance” we should build an evidence-based assessment based on “data processing-sample trainingchecking test”, design an evaluation plan for the political quality of cadres based on unsupervised machine learning.The machine learning-based political quality assessment program for cadres can improve the utilization rate of individual behavior information, reduce the proportion of subjective experience judgment in the evaluation results,and provide a practical path to meet the requirements of the digital era of human resource management transformation in the public sector and the organizational and personnel work needs of “morality first” and “political competence in the first place”. It also opens up a new perspective for promoting the construction of digital government.
