摘要
环保设施是防治污染的重要及保障设施,在环境影响评价及生态环境保护管理部门的批复中都有提及,然而环保设施的权威性并没有被约定。本文以某新型环保胶粘剂与水性涂料项目被当地三位权威专家审核通过的“废气处理措施变更环境影响分析报告”为例,所通过的变更报告,以审批部门的验收标准对照权威变更的论证过程及理论分析,结合活性炭吸附等温线特点,论证了污水处理设施废气合并到工艺生产废气统一处理的实施标准的适用性,污水处理设施废气排放不符合排放要求,阐述环保设施的特殊性。
Environmental protection facilities are important and guarantee facilities for pollution prevention and control,which are mentioned in the environmental impact assessment and the reply of the ecological environmental protection management department,but the authority of environmental protection facilities has not been agreed.This paper takes the "Environmental Impact Analysis Report on the Change of Waste Gas Treatment Measures" of a new environmental protection adhesive and water-based coating project reviewed and approved by three local authoritative experts as an example.The approved change report is based on the acceptance standard of the approval department,the demonstration process and theoretical analysis of the authoritative change,and the characteristics of activated carbon adsorption isotherm,This paper demonstrates the applicability of the implementation standard that waste gas from sewage treatment facilities is merged into the unified treatment of process production waste gas.The waste gas emission from sewage treatment facilities does not meet the emission requirements,and expounds the particularity of environmental protection facilities.
