摘要
针对大型灌区建设进度普遍滞后问题,本文结合灌区工程检查情况,从项目法人、地方资金、田间工程、交叉作业、征地移民安置等多方面分析了大型灌区建设进度滞后的主要原因,提出了项目法人应积极履职尽责、主管部门加强监管、地方政府领导协调机构发挥作用、地方投资资金承诺和落实考核制度建立、大型灌区工程分步实施等对策建议。
In view of the general lag in the construction schedule of large irrigation areas,combined with the inspection of irrigation area projects,this paper puts forward some countermeasures and suggestions from several aspects of project legal person,local funds,field engineering,cross operation and land acquisition resettlement of the construction schedule of large irrigation areas to analyze the main reasons for the lag.It proposes that the project legal person should actively perform their duties;the competent departments should strengthen supervision;the local government leading and coordinating organs should play their role;the local investment fund commitment and implementation assessment system should be established;and the large irrigation projects should be implemented step by step.
