摘要
乌克兰外部独立评价是乌克兰高校入学考试,也是对基础教育实施的国家终结性测试,旨在落实乌克兰公民平等接受高等教育的权利。2008年起,接受外部独立评价成为乌克兰中学毕业生进入高等教育机构学习的必要条件。乌克兰外部独立评价在组织程序上客观、公开,保障公民获得平等的受教育权利;评价内容科学合理,准确诊断高校的生源质量;重视学生的个性需求,体现以人为本的评价理念;在减少教育腐败,保障乌克兰高等教育公平方面发挥了重要作用。外部独立评价在乌克兰国内被认为是一套客观、可靠的教育评价工具,但仍存在需要完善之处。在未来发展中乌克兰将借鉴国外先进经验不断完善评价体系,努力使其成为国际普遍认可的教育评价机制。
With a view to implementing the equal right of Ukrainian citizens to higher education, the external independent evaluation of Ukraine is a national final test for entrance examinations to Ukrainian universities. In 2008, the external independent evaluations became a necessary condition for Ukrainian secondary school graduates to enter higher education institutions. The external independent evaluation of Ukraine is objective and open in its organizational procedures to guarantee citizens equal access to education. The evaluation content is scientific and reasonable, and the quality of students in colleges and universities is accurately diagnosed. The evaluation pays attention to the individual needs of students and embody the concept of people-oriented evaluation. It has played an important role in reducing corruption in education and guaranteeing equity in higher education in Ukraine. In sum, the external independent evaluation is considered in Ukraine as a set of objective and reliable educational evaluation tools, but there is still room for improvement. In the future development, Ukraine will learn from advanced foreign experience, and strive to make it an internationally recognized education evaluation mechanism.
