摘要
不动产登记是营商环境评价的重要指标之一,随着各地行政改革措施的大力推进,不动产登记业务系统需进行不断的迭代更新才能适应新形势下的发展要求。传统的系统更新方法需要通过软件编码人员实现,更新周期长、维护成本高,无法满足当下快速发展的需要。本文提出一种自适应的不动产登记业务系统实现方法,通过表单设置、规则配置、可视化流程,可灵活应对登记业务的变化,实现各类业务并案办理。在广州市不动产统一登记业务系统中进行了应用,结果表明本方法可满足广州市各类不动产并案、批量案登记业务审批办理的业务需求,使系统具有较高的扩展性。
Registering property is one of the most important indices in the assessment of doing business environment. With the improvement of administrative reform in various regions, continuous and iterative update is necessary for the real estate registration system to adapt to the development requirements under the new situation. The traditional method of system updating expends more costs on coding and maintenance, which cannot meet the needs of the current rapid development. This study proposed a method for building an adaptive real estate registration system. We configured the work sheets and rules and visualized work flows, consequently, the system could fit diverse requirements in real estate registration. By applying this method in Guangzhou Real Estate Registration System, the joint and batched application of real estate registration could be manipulated, and the system could operate with more expansibility.
