摘要
交通运输卫星账户是交通运输行业统计的重要补充,是提升国民经济账户分析能力的有效方式。现有交通运输卫星账户在核算范围、分类标准等方面尚未形成统一的国际标准,各国交通运输卫星账户发展水平存在差异,无法全面反映现代交通运输业的新业态特征,有必要进一步探索并改进交通运输卫星账户。本文以交通运输行业统计局限性为研究起点,分析从交通运输行业统计到交通运输卫星账户的必要性与实践可能性,总结美国、法国、加拿大、澳大利亚4个代表国家的编制实践及尚存的核心问题,探索交通运输卫星账户的改进方案,以中国2018年供给使用表为数据基础,尝试初步编制交通运输卫星账户的核心表式——中国2018年交通运输卫星账户供给使用表,并根据试编实践和编制结果的局限性,提出发展中国交通运输卫星账户的建议。
The transportation satellite account is an important supplement to the statistics of the transportation industry and an effective way to improve the analysis capabilities of the national accounts.The existing transportation satellite accounts have not yet formed a unified international standard in terms of accounting scope and classification standards. There are differences in the development level of transportation satellite accounts in various countries, which cannot fully reflect the characteristics of the new business form of the modern transportation industry. Therefore, it is necessary to further explore and improve the transportation satellite account. This paper takes the statistical limitations of the transportation industry as the starting point for research, analyzes the necessity and practical possibilities from transportation industry statistics to transportation satellite accounts, summarizes the compilation practices and remaining core issues of the United States, France, Canada, and Australia, and explores the improvement proposals of the transportation satellite account. Based on the data of China’s 2018 supply and use table, this paper attempts to preliminarily compile the core table of the transportation satellite account—the supply and use table of Chinese 2018 transportation satellite account, and puts forward suggestions for developing Chinese transportation satellite account according to the limitations of the practice of trial compilation and the compilation results.
