摘要
科研绩效是高校科技创新体系效能体现的重要指标,是落实以知识价值为导向分配政策的最活跃元素,是科研人员自身价值体现的显著标志。文章通过系统梳理国家政策演变及要求,论证科研绩效考核评价体系建设的合规性、合理性、科学性、创新性,提出一套全面系统、切实可行的考核实施方案,为高校科研绩效考核提供参考,为构建“三元”薪酬体系提供支撑。
Research performance is an important indicator of the efficiency of scientific and technological innovation system in colleges and universities,the most active element of implementing the knowledge-oriented distribution policy,and a significant channel for researchers’self-fulfillment.Combing the research and exploration of the research evaluation system and investigating on the allocation mechanism of research performance examination in colleges and universities,this paper systematically sorts out the evolution and requirements of national policies to demonstrate how to build research performance appraisal system in a reasonable,scientific and innovative way with compliance with laws and regulations.It seeks to put forward a set of comprehensive system,practical and feasible assessment implementation plan,to provide reference for the performance examination of scientific research in colleges and universities,supporting the establishment of“three element”compensation system(basic salary,performance related pay,income from transformation of scientific and technological achievements).
