摘要
建设现代化都市圈是推进新型城镇化的重要手段。在国外,一般意义上都市圈的空间范围由劳动吸引来界定,主要目的在于统计监测社会经济情况。而我国都市圈发展的目标更多侧重于推进不同行政实体间的一体化发展,培育形成参与外部合作与竞争的空间平台。本研究结合都市圈的圈层式结构特征,提出一种基于手机信令数据的都市圈划分方式。利用辽宁省联通手机信令数据,根据沈阳城市中心与外围地区的通勤、商务、消费休闲联系以及城市的势力范围,结合高德地图道路交通等时圈,将沈阳都市圈划分为三个圈层,即都市圈核心区、都市圈范围、都市圈外围圈层,并对划分结果的规划应用进行讨论。不同都市圈圈层面临的主要问题不同,有针对性地制定规划方案和政策,有助于现代化都市圈的培育发展。
The construction of modern metropolitan area is an important means to promote a new-type of urbanization.The spatial scope of metropolitan area in foreign countries is generally defined by labor attraction,whose main purpose is statistical monitoring of social and economic conditions.The metropolitan area in China is to encourage the integrated development of different administrative entities so as to form platforms in international cooperation and competition.This paper proposes a new way to define and divide the metropolitan area according to the characteristics of its ring-shaped structure.Based on the mobile phone signaling data of China Unicom of Liaoning Province,this paper divides the Shenyang metropolitan area according to the commuting,business,consumption and leisure linkages between the city center and the surrounding areas.Combined with the road traffic isochrone getting from Amap,the Shenyang metropolitan area is divided into three zones:the core area of the metropolitan area,the metropolitan area and the outer annular zone of the metropolitan area.Finally,the paper discusses the planning implication of this result.The main problems faced by different annular zones of the metropolitan area are also different.The targeted planning schemes and policies will be conducive to the development of metropolitan area.
