摘要
为应对工业4.0时代人职再匹配需求、国际环境导向要求、人口老龄化问题以及普职分离的负面影响,德国政府在加强公民职业引导和生涯教育方面进行了一系列尝试,并于2010年正式推行“教育链”计划。通过潜力分析、职业定向、过渡措施、辅助训练四大核心环节以及“职业启动支持项目”“职业选择通行证”两大重要辅助工具打造“教育链”核心内容。并以政府层面机构推动、法律层面严格规定、经济层面鼎力支持的方式构筑“教育链”支撑体系。体现出德国政府在构筑良性循环的社会职业生态环境的同时,从“阶段干预性”的职业指导走向“终身预防性”的教育导向,呈现出教育多样性与互补性的强烈可渗透特征,展现出个人本位与社会本位相结合的国家生涯教育战略导向。
In response to the need for job-matching in the era of Industry 4.0, the ageing population and the negative impact of the separation of the general and vocational sectors, the German government has made a series of attempts to strengthen career guidance and career education for citizens and launched the "Education Chain" programme in 2010. The "Education Chain" is based on four core components: potential analysis, career orientation,transition measures and support training, as well as two important support tools: the "Career Start Support Project" and the "Career Choice Pass". The "Education Chain" is supported by a system of institutional promotion at government level, strict legal regulations and economic support. This shows that the German government is building a positive social and vocational ecological environment, moving from "phase-intervention" vocational guidance to "lifelong preventive" education, showing the strong permeability of educational diversity and complementarity, and the combination of individual and social orientation.
