摘要
回顾了“十三五”以来黑龙江省测绘地理信息科技工作情况,分析了在机制体制优化、基础条件巩固、创新能力增强、科创平台建设及科技成果积累转化方面取得的成就,剖析了发展过程中存在的主要矛盾与不足。并以此为基础,提出黑龙江省“十四五”时期测绘地理信息在前沿技术探索、重大测绘工程支撑、自然资源治理能力提升,以及面向社会经济建设应用服务等方面的科技发展思路,为全省科技创新驱动发展提供参考。
This paper reviews the work of geoinformation technology in Heilongjiang province since the 13th Five-Year Plan,analyzes the achievements in the optimization of mechanism and system,the consolidation of basic conditions,the enhancement of innovation ability,the construction of scientific and technological innovation platform,and the transformation of scientific and technological achievements,analyzes the main contradictions and deficiencies in the process of development.On this basis,this paper puts forward the scientific and technological development ideas of surveying and mapping geographic information in Heilongjiang province during the 14th Five-Year Plan period in terms of frontier technology exploration,support of major surveying and mapping projects,improvement of natural resource management ability,and application services for social and economic construction,so as to provide reference for the scientific and technological innovation and driving development of the whole province.
