摘要
生态产品价值实现普遍面临资金投入不足、生态产品市场驱动力缺乏以及无法吸引潜在购买者的循环困局。而基于绿色金融的生态产品价值实现是吸引主流投资者、撬动更大规模资金支持及提升优质生态产品供给的必要条件。为了探讨绿色金融系统支持生态产品价值实现的机制,首先明确了基于绿色金融的生态产品价值实现的基础条件。其次,将基于绿色金融的生态产品价值实现划分为生态产品价值核算、产权明晰化、商品化及生态产品市场金融化四个发展阶段,就此提出了基于绿色金融的生态产品价值实现机制框架。在系统梳理基于绿色金融的生态产品价值实现典型案例基础上,明确了绿色金融充分支持生态产品价值外部性的内部化所面临的问题和挑战。最后,提出了充分发挥绿色金融的资源配置、风险管理和市场定价功能,系统支持生态产品价值实现所需的支撑保障机制。
To realize the value of ecological products,the current challenges are the lack of capital investment,the lack of driving forces for ecological product market to expand and enhance,and the lack of potential investors.Green finance-based value realization of ecological products plays a key role in attracting mainstream investors,scaling up investments and enhancing the provision of advanced ecological products.To explore the mechanism to promote the value realization of ecological products with green finance,this study first clarifies the fundamental conditions for green finance-based value realization of ecological products.It also elaborates the green finance-based value realization process into four stages,which are ecological product accounting,property rights clarification,commodification and ecological product market financialization.It is expected that this 4-stage framework could provide a logical matrix for practical innovation in the value realization of ecological products,and for the summary of localized rules in green finance-based value realization of ecological products.On the basis of a series of case studies in green finance-based value realization,this paper further identifies challenges faced by this inter-disciplinary research area.This study presents the mechanisms required to promote the systematic development of ecological product supply by using green finance’s functions of resource allocation,risk management and market pricing.
