摘要
减轻学生过重作业负担和校外培训负担(“双减”)是教育领域的重大改革,关乎亿万群众切身利益,不同利益主体诉求各有差异。以舟山市普陀区为研究范例,通过实地调研、问卷分析发现,学科类教培机构受冲击较大,教师压力增加较大,课后服务质量有待提升,教师、家长对“双减”政策效果看法存在分歧,实践中面临诸多现实困境。为此,需要强化系统治理,营造良好社会舆论,全面提升学校教育质量,规范校外培训行为,同时切实回应各方关切并解决问题,推动政策落地开花。
Reducing the burden of students’excessive homework and off-campus training(hereinafter referred to as“double policy”)is a major reform in the field of education,which is related to the vital interests of hundreds of millions of people,and different stakeholders have different demands.Taking Putuo District of Zhoushan City as a research example,through field investigation and questionnaire analysis,it is found that subject-based education and training institutions have been greatly impacted,the pressure on teachers has increased greatly,and the quality of after-school services needs to be improved.There are differences in views of the“double reduction”policy among teachers and parents,and many practical difficulties are faced in practice.To this end,it is necessary to strengthen institutional governance,create good public opinion,comprehensively improve the quality of school education,standardize off-campus training,and at the same time effectively respond to and solve the concerns of all parties,and promote the implementation of the policy.
