美国加利福尼亚州“放学后计划”研究 被引量:1

摘要 美国自20世纪90年代以来,为解决基础教育阶段的“下午三点半”问题投入了大量的时间和精力。以加利福尼亚州为例,为了提高教育质量、促进教育公平,以及保障儿童的安全,加州的“放学后计划”内容完备,包括学业辅导、STEM学科知识、社会情感能力学习、健康知识等主要活动内容。为了保障计划的顺利实施,联邦和加州政府通过立法以确保“放学后计划”的经费来源、加州教育部牵头组织的官方与民间组织通力协作以确保人力资源、多方利益相关者参与监管以保障教育质量。加州的“放学后计划”兼具公平性及人本性,既覆盖了处境差异化的学生家庭,又促进了每个学生的全面发展。通过对加州“放学后计划”的研究,以期为我国基础教育阶段的课后服务提供参考和借鉴。 Since the 1990s,the United States has devoted a lot of time and energy to solving the problem of“3∶30 in the afternoon”in the basic education stage.Taking California as an example,it is committed to improving the quality of education,promoting education fairness,and ensuring the safety of children.California s“After School Program”has a complete content,Including academic counseling,STEM subject knowledge,social-emotional ability learning,health knowledge and other main activities.In order to ensure the smooth implementation of the program,the U.S.federal government and California government have passed legislation to ensure the source of funding for the“after-school plan”,the participation of official and non-governmental organizations to ensure the quality of teachers,and the collaborative supervision of stakeholders.California has built a complete guarantee system.California s“After School Program”presents equity that covers the differences in students'family situations,as well as the characteristics of human nature that promotes the all-round development of students.Through the research on the“After School Program”in California,it is expected to provide inspiration and reference to the after-school service in my country s basic education stage.
