摘要
“大安全”管理体系坚持“管生产必须管安全、管业务必须管安全”,以“全员、全组织、全过程”管理为核心,建立安全生产持续改进长效机制,共同履行企业安全生产主体责任。本文以落实全员安全生产责任制为出发点,分析企业安全管理存在的问题,探索如何构建企业“大安全”管理体系。
The “big safety” management system adheres to the principle of “safety must be managed in production and business management”, and establishes a long-term mechanism for continuous improvement of safety production with the management of “all employees, all organizations and the whole process” as the core, so as to jointly fulfill the responsibility of enterprise safety production. Based on the implementation of all staff safety production responsibility system, this paper analyzes the problems in the safety management of enterprises, and explores how to build the “big safety” management system.
