摘要
社会价值评估是全面反映城市水环境治理PPP项目价值的有效手段。针对社会价值的内涵和项目特征,基于变革理论模型和水环境治理PPP项目内容,确定了利益相关者、项目投入、项目成果等关键信息,构建了基于社会投资回报(SROI)的社会价值评估模型。利用SROI,基于利益相关者理论,将PPP项目的经济效益、环境效益与社会效益与投入进行货币化表征,进而综合评估项目的社会价值。案例分析表明:该社会价值评估框架具有可行性,且项目创造的社会价值远高于项目投入,成果效益良好。
Social value assessment is an effective means to comprehensively reflect the value of PPP project in urban water environment treat⁃ment. In this paper, the social value assessment model based on social return on investment (SROI) was constructed for the connotation ofsocial value and project characteristics, based on the logic model of change theory and the content of PPP project in urban water environmenttreatment, identifying key information such as stakeholders, project inputs and project outcomes. Based on the stakeholder theory, SROI wasused to monetize the economic, environmental and social outcomes and the inputs of PPP project, and then comprehensively assessed the so⁃cial value of the project. Case studies show that the social value assessment framework is feasible and the social value created by the project ismuch higher than that of the project inputs, with good outcome benefits.
