摘要
“优师计划”旨在为中西部欠发达地区定向培养优秀教师,实现师资供需配给的区域均衡。就逻辑理路而言,国家、市场、乡村与专业多重逻辑间的联动协同,为“优师计划”政策设计提供了前提基础。就实践方案来看,试点院校在培养目标、师资供给、协同育人、长效机制与技术赋能方面超越了传统教师培养模式,赋予“优师计划”政策合理性。不过,试点院校在政策执行中仍面临制度异化、目标偏差、路径模糊与机制缺位的现实挑战。就完善路径而论,试点高校应依托高质量教师教育体系建设,提高自身的人才培养能力,发展实践导向的课程体系,健全教师发展的支持系统以及优化质量评估与保障机制,从而实现“优师计划”的政策目标。
The “Excellent Teacher Plan” aims to cultivate excellent teachers for the underdeveloped areas in the central and western regions, so as to achieve regional balance between supply and demand of teachers. As far as logic is concerned, the linkage and coordination among state, market, village and professional logics provides the premise and foundation for the policy design of “Excellent Teacher Plan”.In terms of the practice program, the pilot universities and colleges surpassed the traditional teacher training model including training objectives, teacher supply, collaborative education, long-term mechanism and technology empowerment, and endowed the policy of “Excellent Teacher Plan” with rationality.However, the pilot universities and colleges still face the challenges of institution alienation, target deviation, path ambiguity and mechanism absence in policy implementation.In terms of improving the path, universities should rely on the construction of high-quality teacher education system, improve their talent cultivation ability, develop the practice-oriented curriculum system, improve the support system for teacher development, optimize the quality evaluation and guarantee mechanism, so as to achieve the policy goal of “Excellent Teacher Plan”.
